What this quote is basically saying is that right will always be right, no matter how unpopular the choice may be. And wrong will always be wrong, no matter how popular the choice is. It is important to always choose the right, no matter how popular that decision is.

I think that what Victor Hugo is trying to say is that the right is only right when all of its right. Basically what it means is when you do something right it will be classified as right only if everything you did was right.
